\r\n\r\nOrganization Chart - click to enlarge\r\n\r\n\r\n\r\n \r\n\r\n \r\n\r\nDECISION FLOW CHART BELOW:\r\n\r\n\r\n\r\nTRANSCO CLSG\u2019s interactions with relevant stakeholders are governed by the CLSG International Treaty, International Project Agreement, Article of Association and Shareholders Agreement.\r\n\r\nAs revealed in the decision flow above, the Project Implementation Committee (PIC) works on behalf of the steering committee to directly monitor the project implementation during the construction phase of the project. The activities of the steering Committee and PIC are coordinated by the WAPP Secretariat. There is also a direct link between the PIC and TRANSCO CLSG and this link ranges from approvals to information sharing and reporting particularly on project implementation.\r\n\r\nThe Board has direct oversight over TRANSCO CLSG; the Board approves TRANSCO CLSG annual work program and budget. The annual work program consists of milestones to be achieved and TRANSCO CLSG is obligated to provide regular reports to the Board on the status of these milestones. The Board is empowered by the shareholders\u2019 agreement to appoint senior management of TRANSCO CLSG based on the recommendation of the General Manager.\r\n\r\nIn addition, the WAPP Secretariat collaborates with TRANSCO CLSG on the following:\r\n\r\nFacilitation of the functioning of the Project Implementation Unit (PIU): This activity is managed by WAPP in coordination with TRANSCO CLSG management. Specifically, the WAPP Secretariat is responsible for the financial management component under the World Bank grant provided to WAPP for technical assistance and integration.\r\n\r\nSupport for finalization of Commercial Framework: Provide support to the \u00a0beneficiary utilities in order to develop and finalize Power Purchase Agreements amongst themselves as well as Transmission Service Agreements with TRANSCO CLSG.\r\n\r\nOwner\u2019s Engineer Phase one: With support from the EU-Africa Infrastructure Trust Fund, the WAPP Secretariat has contracted the consortium Lahmeyer International-ANTEA to support the process to select Contractors to implement the CLSG project.\u00a0 The WAPP Secretariat coordinates closely with TRANSCO CLSG in the realization of the Consultant\u2019s assignment. TRANSCO CLSG has direct oversight over the owner\u2019s engineers.\r\n\r\nMonitoring and Coordination: As part of its mandate, the WAPP Secretariat is required to monitor and if necessary, coordinate the implementation of all regional projects indicated in its Master Plan.\u00a0 Accordingly, the WAPP Secretariat shall have periodic interactions with TRANSCO CLSG, to exchange on the progress of project implementation.\r\n\r\nTRANSCO CLSG General Manager has direct oversight over the PIU which is one of the departments within TRANSCO CLSG; the PIU serves as the interface between TRANSCO CLSG and the project implementation particularly overseeing the work of the owner\u2019s engineers (OE) and contractors. However, the General Manager may directly interact with the Owner\u2019s engineer as deem necessary. The OE has three phases: first phase deals with the a) pre-construction (recruitment of construction companies and Owner\u2019s Engineer), b) Construction phase - procurement of suppliers and contractors including reviewing bid documents to ensure that the required specifications are adhered to, launching of bids, exploring options and recommending for choice of Operation & Maintenance, awards of contracts and development of project development plan as well as overseeing contractors\u2019 work including but not limited to site supervisions and approvals of work performed by contractors; c) Operation and Maintenance Phase.\r\n\r\nTRANSCO CLSG directly deals with donors on the project implementation - information sharing\/submission\/approvals of progress reports on project implementation, financial management aspect including seeking no objections and submission of financial reports as well as payment to contractors and for supplies. Additionally,, TRANSCO CLSG is responsible for all approvals related to the project implementation - approvals of contracts, work orders, payment requests, cost reviews, reviews of project challenges, schedules, etc. Nonetheless, TRANSCO CLSG in the course of exercising its approval authority particularly for payment of works performed shall collaborate with financiers of the project.\r\n\r\nTRANSCO CLSG also oversees the direct coordination with local authorities and\/or agencies to ensure the successful and efficient implementation of the CLSG project.
