Mr. Etienne BAILLY is an Electrotechnics Engineer who graduated in 1985 from the former Interafrican Electrical Engineering College, established by the Union of Producers and Conveyors of Electrical Energy in Africa.
He is a specialist in transmission systems, SCADA, and Telecommunications for electrical networks.
He worked as a Project Manager for EECI, the Côte d’Ivoire Energy Utility, from 1985 to 1999, and for the energy sector regulatory agency from 1999 to 2013. Since February 2013, Etienne BAILLY has been working on the CLSG Project as the Director of the Implementation Unit.
Mr. Etienne BAILLY holds a Master of Business Administration (MBA) from Université de Montréal, Quebec. He had been teaching Corporate Finance and Strategy at INSTEC, one of the well-known Business schools of Côte d’Ivoire.
While working with the Regulation Agency before his appointment on the CLSG Project, Mr. Etienne BAILLY was greatly appreciated as the head of the Dispute Resolution Committee.
Mr. BAILLY is married and a father of five children.
