Les services publics nationaux du CLSG étendent l'accès à l'électricité, rapporte le DG par intérim lors de la 39e réunion du Conseil d'administration de TRANSCO CLSG

The Acting General Manager of TRANSCO CLSG, Mr. Josephus Jigba Yilla, announced that national utilities in Liberia, Sierra Leone, and Guinea are working to extend electricity access to underserved regions.

Speaking at the 39th Board meeting on Friday, December 12, 2025, in Abidjan, Mr. Yilla commended these initiatives. He advised the utilities to ensure their future electricity requirements align with the capacities specified in their Power Purchase Agreements (PPAs) with CI-ENERGIES/CIE of Côte d’Ivoire and EDG of Guinea.

Mr. Yilla reported that, between December 2021 and October 2025, the CLSG Grid delivered 1,262 GWh of energy. In October 2025, he said peak demand reached 173.83 MW, accounting for 72% of the first circuit’s total capacity of 243 MW.

Mr. Yilla informed the Board that TRANSCO CLSG is currently negotiating with several independent power producers (IPPs), including those operating solar facilities, regarding integration into the CLSG network. The company intends to continue pursuing such opportunities and will carry out all necessary grid integration studies.

Additionally, the TRANSCO CLSG acting boss announced a two-year operations and maintenance agreement with Côte d’Ivoire’s CIE, covering the CLSG transmission line and substations from January 2026 to December 2027. The contract is valued at USD 22 million, representing a reduction from the previously proposed USD 26 million. He further stated that management is committed to developing internal capacity to assume operations and maintenance responsibilities upon completion of the contract.

In terms of progress, Mr. Yilla highlighted several milestones achieved in 2025, including the synchronization of the CLSG and OMVG Networks in August and cooperation with the West African Power Pool (WAPP) for the synchronization of Areas 2 and 3 in November. He said all CLSG substations are now operating remotely from the Nzérékoré SCADA center, managed by twelve CIE operators, with the main SCADA system’s final commissioning scheduled for December 2025.

On financial matters, Mr. Yilla acknowledged that TRANSCO CLSG continues to face challenges due to decreased revenues arising from limited power supply and underutilization of the CLSG transmission line, which is currently estimated at 40%. Despite this, he conveyed a measured optimism about the organization’s outlook.

He noted that, since April 2025, EDG of Guinea began supplying electricity via the CLSG line following the execution of PPAs with LEC and EDSA. Consequently, the CLSG Transmission Service Agreements were reviewed and adopted in November 2025 for signature by the relevant stakeholders.

Mr. Yilla also addressed the impact of rising operations and maintenance costs and debt servicing on the company’s negative equity, urging the Steering Committee to expeditiously implement strategies to resolve these issues by 2026.

In conclusion, Mr. Yilla expressed gratitude to the Board of Directors for their strategic oversight and support in navigating TRANSCO CLSG through its complex operational environment. He also recognized the commitment of his team, emphasizing their critical role in advancing TRANSCO CLSG’s mission to enhance regional electrification and foster socio-economic development.
