DONORS AND CLSG COUNTRIES HEALTH SAFETY AND ENVIRONMENTAL (HSE) REQUIREMENTS FOLLOWED BY TRANSCO CLSG IN THE IMPLEMENTATION OF THE CLSG PROJECT
The Environmental and Social Management Plan of the CLSG Project is vital to safeguard the Health, Safety and Environment as TRANSCO CLSG implement the project.
In order to comply with the CLSG Countries Regulations and Donors Standards, TRANSCO CLSG set up a strategy for the implementation and the monitoring of Health, Safety and Environmental component of the CLSG Project.
Each EPC Contractor takes all necessary measures to protect the environment both on and off site and to prevent personal injuries or damage to public property or other resulting from pollution, noise or other nuisances from methods used for the works.
Each EPC Contractor more specifically develops and implements the ESMP Construction plans approved by TRANSCO CLSG and Donors on the basis of CLSG Countries Regulations and Donors Standards.
These plans include:
- Environmental Management Plan;
- Hygiene, Health, Safety plan;
- Emergency plan;
- Traffic and access road management plan;
- Closure and rehabilitation plan;
- Cultural heritage conservation plan;
- Bird protection measures;
- Employment plan;
- Community relation management plan
TRANSCO CLSG continuously monitors the implementation of the above plans and reports to the Donors, the National Monitoring Committee and the CLSG countries Environmental Protection Agencies (EPA).
In addition, TRANSCO CLSG has signed a Memorandum of Understanding with the CLSG countries EPA for the implementation of the HSE Program. The purpose of this program is the monitoring of Health, Safety and Environmental component by the EPA during the construction phase (staff, site facilities, works site, works, communities) to ensure that the National Regulations are met.

IMPLEMENTATION OF THE REFORESTATION PROGRAM ACROSS THE CLSG COUNTRIES
Following the launching of the Reforestation Program by the TRANSCO CLSG Management, the site preparation and the planting activities are ongoing in the CLSG Countries. The program is implemented by TRANSCO CLSG in close collaboration with the Reforestation Departments of the CLSG countries.
The purpose of this program is to mitigate the negative impact of the CLSG project on the environment. About 507 hectares will be cut down within the corridors of the transmission line in Côte d’Ivoire, Liberia, Sierra Leone and Guinea and there is a need to replant the trees that would be affected.
- In Côte d’Ivoire, TRANSCO CLSG in collaboration with SODEFOR will replant 31 Ha in Koua Sub Prefecture;
- In Liberia, TRANSCO CLSG in collaboration with FDA will replant 196 Ha in Foya, Lofa County;
- In Sierra Leone, TRANSCO CLSG in collaboration with MAF will replant 194 Ha in the eight Districts;
- In Guinea, TRANSCO CLSG in collaboration with DNEF will replant 86 Ha in three Prefectures
This is in accordance with national regulations and Donors’ standards for the protection of the ecosystem. MoUs were signed between TRANSCO CLSG and the Reforestation Department of each country for the implementation of this program.
